Happy Holidays From the ITA!

Regulatory Update

The Illinois Commerce Commission held it's final Open Meeting of the year December 19.

Commission Sets 2020 Interest Rate on Customer Deposits at 1.5%

The Commission entered an Order setting the rate of interest to be paid on customer deposits from January 1, 2020 through December 31, 2020. In Docket 19-1122, the Commission cited administrative rules that require the Commission to calculate the interest rate each December, basing it on the average one-year yield on United States Treasury securities for the last full week in November, rounded to the nearest one-half of one percent. The rate of
interest determined in that manner is to be paid on customer deposits in the following

The Commission determined based on information provided by the Federal Reserve Board for the average one-year yield on United States Treasury securities rounded to the nearest one-half of one percent, the rate of interest to be paid on customer deposits for 2020 would be 1.5 percent.

Commission Sets Maximum Rates & Charges for Operator Service Providers

At its December 4 Open Meeting, the Commission set the maximum rates and charges for Operator Service Providers. The Final Order in Docket 19-1097, cites the procedure for setting the rates according to the administrative rules in 83 Ill. Adm. Code 700 which requires that the maximum charges shall be escalated annually by the percentage change in the GDP Implicit Price Deflator, which was 1.68%. The maximum rates set by the Commission can be found on the ICC Consumer web-page.


FCC and USAC announce soft launch of Lifeline National Eligibility Verifier for Illinois

The FCC and USAC officially announced on December 9 that the state of Illinois along with many other states will be included in the soft launch of the Lifeline National Eligibility Verifier on December 16th. The link to the National Verifier page includes a number of resources to bookmark. 

Pursuant to FCC rules, once the National Verifier is soft launched in a particular state, service providers are encouraged to use the National Verifier carrier portal to check consumers’ Lifeline eligibility but are not required to use it in full until after hard launch.

USAC also has federal data connections with the United States Department of Housing and Urban Development (HUD) to verify participation in the Federal Public Housing Assistance program (FPHA) and with the Centers for Medicare and Medicaid Services (CMS) to verify participation in Medicaid.
